MTA Board Approves Toll Road Recommendations Based on NPA Analysis – March 2010

On March 25, 2010, the Los Angeles County Metropolitan Transportation Authority (MTA) approved recommendations based on NPA’s analysis on the potential impact of a Los Angeles toll demonstration project on low-income commuters. NPA’s analysis of the high-occupancy/toll “HOT” lanes found that while low-income commuters are unlikely to choose to use the HOT lanes regularly, there may be occasions where they will find the lanes attractive, especially since MTA plans to offer credits to qualified low-income drivers. Furthermore, low-income commuters will benefit from simultaneous increases in transit services funded through federal grants and toll revenues in addition to having increased options for modes of transportation.
