Gateway Cities Adopts Sustainable Communities Strategy –
June 2011
The Gateway Cities Council of Governments, a client of NPA, successfully completed a first-ever Sustainable Communities Strategy under Senate Bill 375. This state law, passed in 2008, requires coordination of transportation, land-use, and housing plans to reduce greenhouse gas (GHG) emissions from cars and light trucks. NPA President Nancy Pfeffer, in her role as the Director of Regional Planning for the COG, was the project manager for this effort. The work was supported by a consulting team including Cambridge Systematics, MIG, Willdan, and Eric Schreffler, Transportation Consultant. Analysis of the combined land-use and transportation plans of the 26 participating Gateway Cities showed that when combined, they would meet or even exceed the regional GHG reduction targets of 8% reduction from 2005 levels by 2020, and 13% by 2035. The SCS was approved by the COG board on June 29th and submitted to the Southern California Association of Governments (SCAG) for inclusion in the regional SCS, a part of the Regional Transportation Plan.
