Metro ExpressLanes Demonstration Project Breaks Ground –

On July 6, 2011, NPA President Nancy Pfeffer attended the groundbreaking ceremony for the Los Angeles County Metropolitan Transportation Authority (Metro) ExpressLanes project, a demonstration project to convert two existing carpool (HOV) lanes to High-Occupancy Toll (HOT) lanes. In 2010 NPA conducted the analysis of the project’s impact on low-income commuters. The analysis found that, while low-income commuters are not likely to use the HOT lanes often, the overall effect of the project would be to offer them more travel choices, including improved transit and vanpool services along the ExpressLane corridors and the option to use the HOT lanes if necessary. The report continues to be provided to state and federal lawmakers who express concern about the project’s potential effect on low-income commuters. |
